A new five year plan is being introduced to study and protect Cozumel's reefs, reported Mexican newspaper Por Esto! earlier this week. The paper said the plan is part of the "Mesoamerican Reef Tourism Initiative" - an ecological project organised by international conservation organisations.
Amongst other things, they will study the impact of cruise ship tourism on Cozumel's reefs and the design and construction of hotels. The project will involve the local scuba diving industry and public authorities.
